The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from multiple capitals. Significant resources is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that regional partners are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration functions according to a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to abandon the land that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until circumstances change in its advantage.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
